INTRODUCTION
Machine Controllers play a crucial role in ensuring the safe and efficient movement of rail-mounted plant and On-Track Plant (OTP) across switches and points on Network Rail infrastructure. A clear understanding of responsibilities and procedures is essential to prevent derailments, damage to infrastructure, and ensure compliance with safety regulations.
KEY RESPONSIBILITIES OF THE MACHINE CONTROLLER – PRE-WORK CHECKS:
- Ensure all machine operators and site personnel are briefed on site-specific risks and control measures.
- Confirm that the plant has been approved for use on Network Rail infrastructure.
- Check the suitability of the machine for crossing switches and points.
- Verify all documentation, including permits and method statements, are in place.
COMMUNICATION & COORDINATION:
- Maintain clear communication with the COSS (Controller of Site Safety) and PICOP (Person in Charge of Possession).
- Ensure all movements are controlled, planned, and communicated effectively.
- Use agreed hand signals or radios to direct operators safely over switches and points.
ASSESSING TRACK CONDITIONS:
- Inspect switches and points for obstructions, damage, or defects before crossing.
- Ensure points are correctly set and locked in position as required.
- Confirm with the Signaller or PICOP that movement over the points is authorised.
MACHINE MOVEMENT PROCEDURES:
- Guide the operator to approach switches and points at a controlled, steady speed.
- Ensure that machines cross switches and points perpendicularly where possible to reduce the risk of derailment.
- Avoid sudden acceleration, braking, or excessive lateral movement over points.
- Monitor for any unusual vibrations, sounds, or resistance when crossing.
POST-CROSSING CHECKS:
- Inspect the switches and points after crossing to ensure they remain in the correct position.
- Report any abnormalities, damage, or potential issues immediately.
- Ensure the track is clear and safe for further rail traffic.
SAFETY CONSIDERATIONS
Never assume switches and points are correctly set—always verify. If in doubt, stop and seek confirmation before proceeding.
Be vigilant for potential hazards, such as trackside obstructions or weather-related issues.
