Failing to adhere to this can result in serious injuries, fatalities, and legal consequences.
WHY COMPETENCE MATTERS
Competence is the ability to perform a task safely and efficiently, based on:
- Appropriate training
- Practical experience
- Understanding of risk assessments and safe systems of work
OPERATING MACHINERY WITHOUT THE NECESSARY COMPETENCE CAN RESULT IN:
- Serious injuries or fatalities
- Damage to equipment or infrastructure
- Legal penalties and disciplinary action
- Delays to project completion
DO NOT OPERATE MACHINERY WITHOUT COMPETENCE
- Never operate any machine, vehicle, or tool unless you have been trained and deemed competent to do so.
- Always ensure that your training is up to date and that you understand the manufacturer’s operating instructions.
- Do not attempt to bypass safety features or operate machinery under pressure to meet deadlines.
- Report any concerns regarding unauthorised operation to your supervisor immediately.
- If unsure, ask for guidance before using any equipment.
REMEMBER – NETWORK RAIL LIFE SAVING RULES
As a company operating within the rail industry, we adhere strictly to Network Rail’s Life Saving Rules, which are designed to prevent serious harm. The key rules relevant to machinery operation include:
- Always use equipment that is fit for purpose – Ensure machinery and tools are inspected before use.
- Never work or drive while under the influence of drugs or alcohol – This impairs judgement and reaction times.
- Always have a valid safe system of work in place before starting any task – Follow risk assessments and method statements.
- Never undertake any job unless you have been trained and assessed as competent – Do not operate equipment you are not qualified to use.
- Challenge and report unsafe acts and conditions – Speak up if you see something unsafe.
RESPONSIBILITIES OF EMPLOYEES
- Attend all relevant training sessions and maintain up-to-date certifications.
- Always follow safe work practices and risk assessments.
- Report any defective or unsafe machinery to the responsible person immediately.
- Stop work if you feel unsafe or are asked to operate machinery outside your competence.

SUPERVISOR AND MANAGEMENT RESPONSIBILITIES
- Ensure that only competent and authorised personnel operate machinery.
