    SAFETY BULLETIN: HAND-ARM VIBRATION SYNDROME (HAVS)

    SUBJECT: HAND-ARM VIBRATION SYNDROME (HAVS) – AWARENESS AND PREVENTION[

    INTRODUCTION

    Hand-Arm Vibration Syndrome (HAVS) is a serious condition that affects workers who regularly use hand-held power tools or equipment that transmit vibration to the hands and arms. If left unmanaged, HAVS can lead to long-term health problems, including damage to blood vessels, nerves, and joints. It is important for all workers, supervisors, and safety officers at Electrification Construction Services Ltd (ECS) to understand the risks associated with vibration exposure and take necessary precautions to prevent HAVS.

    WHAT IS HAND-ARM VIBRATION SYNDROME (HAVS)?

    HAVS is a condition caused by frequent and regular exposure to hand-arm vibration, which can lead to permanent damage in the hands, fingers, and arms. The condition typically develops over time and can result in:

  • Vascular Damage: Reduced blood flow to fingers, causing blanching or a loss of colour.
  • Nerve Damage: Tingling, numbness, and a loss of sensation in the fingers or hands.
  • Musculoskeletal Damage: Pain, swelling, and stiffness in joints, particularly in the hands and wrists.
  • Increased Sensitivity to Cold: Difficulty warming the hands, which can make symptoms worse in cold weather.
  • SYMPTOMS OF HAVS:

    The early signs of HAVS include:

  • Numbness or tingling in the fingers
  • White or pale fingers, especially when exposed to cold
  • Pain or discomfort in the hands or arms
  • Loss of grip strength
  • Difficulty in performing delicate tasks
  • If you notice any of these symptoms, report them immediately to your supervisor and seek medical advice.

    RISK FACTORS:

    Workers are most at risk of HAVS if they:

  • Use hand-held vibrating power tools regularly, such as drills, grinders, and saws
  • Have extended periods of exposure to vibration (e.g., more than 30 minutes per day)
  • Work in cold environments, as cold temperatures can worsen symptoms
  • Have not received proper training on vibration risk management
  • HAVS EXPOSURE LIMITS:

    ECS is committed to reducing the risk of HAVS and adhering to UK Health and Safety regulations. The vibration exposure limit value (ELV) is set at:

    EXPOSURE ACTION VALUE (EAV): 2.5 M/S² (DAILY EXPOSURE LIMIT)

    EXPOSURE LIMIT VALUE (ELV): 5 M/S² (MAXIMUM DAILY EXPOSURE BEFORE REQUIRING ADDITIONAL ACTION)

    It is essential to monitor the vibration exposure levels and ensure they are kept within the safe limits.

    PREVENTION AND CONTROL MEASURES:

    To help prevent HAVS, ECS recommends the following actions:

    Vibration Risk Assessment: Supervisors must conduct risk assessments for any tools or equipment that produce hand-arm vibration and implement control measures.

    Limit Exposure Time: Reduce the amount of time workers spend using vibrating equipment. Breaks should be taken regularly to allow hands and arms to recover.

    Tool Maintenance:

    Ensure that all vibrating tools are well-maintained and that anti-vibration systems are functioning properly.

    Use Vibration-Reducing Equipment: Where possible, select tools with lower vibration levels, or use vibration-reducing gloves.

    Training and Awareness: All workers should receive training on the risks of HAVS, how to recognise symptoms, and how to implement control measures.

    Monitoring and Record Keeping: Regularly monitor vibration exposure and maintain records to ensure compliance with safe working practices.
